


Among public purposes, the plan retains Volgina and Ljubice Luković streets within its boundaries, both remaining secondary-level streets, while introducing a new access road, Nova 1. The existing bus routes along Volgina and Ljubice Luković streets are also retained, with the possibility of reorganization in line with the development of the transportation system. A green area is planned within plot ZP1, where landscaping with low and high vegetation is permitted. No construction is allowed within this plot. Given the proximity of the Zvezdara Forest, the planned green area and the arrangement of open and green spaces within other land uses are intended to create an interaction with the surrounding environment. Other infrastructure (water supply, sewerage, electrical power, telecommunications, gas, and heating networks) is aligned with the overall planned capacities.
The area under consideration is located along Volgina Street and partially includes undeveloped land, while the other part comprises residential buildings. The plan envisions organizing the block in accordance with the parameters of a higher-level plan, thereby reconsidering the possibility of planning multi-family housing in the undeveloped section, as well as providing an integrated parking solution.

Within areas of other purposes, the plan designates residential areas – S3 (a zone of family housing within established urban blocks in protected units). Family housing is defined as housing on individual plots with up to four apartments per building. Compatible commercial facilities of up to 20% of the plot area are also permitted. The maximum site coverage index in this zone is 40%, with a maximum building cornice height of 9.0 m. The minimum percentage of open and green space on a plot is 60%, of which at least 50% must be in direct contact with the ground. Zone S6 (a transformation zone from family housing in partially formed urban blocks to multi-family housing) is divided into two subzones: S6.1 and S6.2. In both zones, multi-family housing is planned, with compatible commercial facilities permitted up to 20% of the plot area. The maximum site coverage index in subzone S6.1 is 60%, while in subzone S6.2 it is 50%. The maximum building cornice height in subzone S6.1 is 18.0 m, and in subzone S6.2 it is 12.0 m. The minimum percentage of open and green space on a plot in subzone S6.1 is 40%, and in subzone S6.2 it is 50%, with at least 15% in direct contact with the ground in both.
