Based on an analysis of the area—including the height and typology of surrounding buildings, as well as the provisions of the GRP—several alternative design solutions were developed. The first solution applied the maximum parameters defined by the GRP, with a site coverage index of 60%. However, this option was not considered optimal, both due to its density and its incompatibility with the existing context. Therefore, a revised variant was proposed, featuring a reduced site coverage index (55%) and a smaller building zone. In addition to the adjusted parameters, the adopted solution is functionally and programmatically integrated with the immediate surroundings.

The subject Plan covers the area along Milana Rakica Street, Djevdjelijska Street, and Dimitrija Davidovica Street in the Zvezdara municipality. The goal of preparing the Amendments and Supplements to the Plan is to create planning conditions for the construction of multi-family residential buildings, in order to align with the existing urban fabric and functions in the surrounding area. According to the General Regulation Plan (GRP), the subject location is designated as a transformation zone, where single-family housing within partially formed urban blocks is to be converted into multi-family residential use. The maximum building height within this zone is 18 meters, while the minimum share of green areas is 45%, of which 15% must be in direct contact with the ground.
