This plan covers a portion of Block 51 in New Belgrade, between the streets Partizanske Avijacije, Marka Celebonovića, Rajkova, Surcinski Put, and Smolucka. Within the planning boundary are areas designated for public use—such as road networks, infrastructure facilities and complexes, public service buildings—and other uses including commercial zones, sports facilities, undeveloped land, and business content. The main goal of this planning document is to create the conditions necessary for future construction, as required by higher-level planning documents. The street network development is based on the General Regulation Plan (GRP). According to the GRP: • Marka Celebonovića Street (a first-order street) is designated as a main road (magistrala) • Partizanske Avijacije remains a first-order street • Rajkova remains a second-order street • All other streets fall within the secondary urban road network Existing public transportation routes through Marka Celebonovića, Partizanske Avijacije, and Rajkova will be retained, with the potential for future adjustment as the transport system evolves. New bus stops are planned along Rajkova Street. Planned Land Use Zones: 1. Commercial Zone – Medium Density (K2) Divided into two subzones: • K2.1 – Commercial use only (no compatible mixed uses) o Maximum site coverage: 70%, with a possible 15% increase for corner lots o Building height: Ground floor + 4 floors + attic (P+4+Ps) o Minimum green space: 30%, of which 10% must be in direct contact with soil o Special rules: No buildings for human occupancy allowed within the high-voltage power line buffer zone • K2.2 – Commercial + compatible uses (housing, sports facilities) o Maximum mixed-use proportion: 49% o Site coverage: Up to 70%, or 60% if housing is included o Building height: P+4+Ps o Corner lots: Up to 15% additional site coverage allowed o Green space: At least 30%, 10% of which must be natural/ground-contact areas 2. Multi-family Housing Zone (S5) • Located within central and mid-urban blocks • Commercial use allowed up to 20% of the gross floor area per parcel • Site coverage: 60%, with a 15% increase for corner lots • Green space: Minimum 30%, 10% must be in direct contact with soil • Building height: Ground floor + 6 floors + attic (P+6+Ps) 3. Economic–Commercial Zone (P2) • Main purpose: economic and commercial activities • Site coverage: Up to 50% • Green space: Minimum 20%, with at least 10% in direct contact with soil • Maximum building height (ridge): 18 meters • Special rules: In the high-voltage corridor, only warehouses, storage facilities, parking lots, and similar are permitted. No human-occupied buildings allowed. 4. Sports Facilities and Complexes Zone • Main use: sports and recreational facilities, with supporting commercial uses (up to 20% of total area) • Maximum site coverage: 40% • Building height (cornice): Up to 12 meters • Green space: At least 60%, with 30% in direct soil contact • Restrictions: No construction of sports fields or green recreational areas is allowed within the power line buffer zone until the cables are relocated or buried underground 5. Green Buffer Zones • Designated as protective green belts • Plantings must not interfere with existing or planned overhead power lines • Permitted uses: Pedestrian and vehicle paths, parking (up to 20% of the parcel surface may be built beneath these features)
