Within the planning document, both public purpose areas and other purpose areas are designated. Within the public purpose areas, in addition to the road network, a green area forming part of the existing park is planned. The Plan proposes additional landscaping of these areas with low vegetation, as well as the shaping of existing greenery or equipping the park with pathways and urban furniture. A tree line is planned along Nova 1 Street, while Nova 2 Street will feature a belt of low vegetation. An area for infrastructure facilities and complexes is also designated.Within the other purpose areas, mixed-use city centers are planned in two zones. Zone M-P is entirely commercial, while Zone M-S represents a mixed-use area with a residential-to-commercial ratio of 0–90%:10–100%. The maximum plot coverage index within the mixed-use city center zone is 50%, while the minimum percentage of green and open spaces is 50%, of which 10% must be in direct contact with the ground. The maximum permitted cornice height of buildings is 32.0 m, while in the belt along Nikola Tesla Boulevard, heights up to 150 m are allowed. In Zone M-S, supporting facilities such as a combined preschool institution, a healthcare facility, and a library are mandatory. The Plan prescribes the compulsory preparation of an Urban Design Project.
