The current land use of the subject area includes a network of streets, single-family housing zones, and areas designated for commercial use. According to the General Regulation Plan (GRP), the planned land use defined by these amendments provides for the transformation of single-family housing into multi-family residential development (with a maximum cornice height of 18 meters), while the commercial areas are redefined as medium-rise commercial zones (with a maximum cornice height of 19 meters). Part of the area originally designated by the GRP as a protective green belt—located within the commercial zone—has never been developed or maintained as such. Since the area currently lacks green coverage and the city has shown no intention to establish it as a public green area, this zone is now entirely treated as a commercial area, in line with the strategic goal of forming such zones along city entry corridors. Within these zones, a minimum of 30% green surfaces is required, of which 15% must be in direct contact with the ground, and the maintenance responsibility lies with the landowner.

The area covered by the planning document includes the section between Radnička Street, Kirovljeva Street, and Visoka Street. The main objective of preparing the Amendments and Supplements to the Plan is primarily to assess and analyze the spatial potential of the subject location and to propose solutions that will contribute to the urban development of the area. Through comprehensive analyses, all elements of urban planning were re-examined and the needs of existing and future users of the space were identified. Based on these findings, construction zones were defined, creating planning conditions for the development of new urban functions. The proposed solution aims to ensure functional integration with existing traffic and infrastructure corridors, as well as to incorporate the area into the spatial and functional urban fabric of the city.
